Starting now to develop a strategy on cyber-terrorism


A commission headed by former senators Warren Rudman and Gary Hart called for better homeland defense against terrorism in its reports issued in February of 2001, including a separate homeland security agency to coordinate the activities of over 40 Federal agencies, as well as state, local, and private sector actions. President Bush heeded this recommendation, making the announcement of Governor Tom Ridge of Pennsylvania to head the agency in an address to Congress and the nation on 20 September. The structure and powers of the new agency are still unclear, but the need for a strategy has not diminished.
