Maybe it takes an oil spill
The Markle Foundation conducted in-depth interviews with Internet experts, who identified three problem areas that prevent effective institutional governance of the Internet: -- Lack of public accountability by business consortia and not-for-profit groups active in setting Internet policies -- Lack of technical expertise by government and non-profit organizations in comparison to businesses -- Inability of institutions to react with sufficient speed, in Internet time, to developments Many of the experts expect some kind of catastrophe to occur, i.e., many cite the oil-spill analogy, before any meaningful action takes place.
