This is the process I use when producing documentation. You can use it to base your own document lifecycle.

Gather as much raw material up front for the initial review

Interview key personnel – conversations may be recorded for easier note taking

Gather additional research material based on interviews

Categorize materials, sort for relevance

Draft outline

Verify and clarify (ensure the outline meets objectives)
