Conventional lore says more children are born during the full phase of the moon than at any other. There can also be no coincidence that a woman's periodic cylce is also set for 28 days. Maybe it's the tidal pull. To use Luna as a clock, one would need to be on intimate terms with lunar cycles. Many calendars list full, quarters, and new lunar phases: from this one can learn when the moon, based on whether the phase is waxing or waning, will rise or set. This type of knowledge is infallible when learned, and again, you can set your watch by it. From the deserts of Joshua Tree to the highest Sierra treeline bivy, it's comforting to know the nighttime. You can never truly be lost.
