xenophobic racism with widespread governmental tolerance. Numerous facts of murder, looting & burnings of Romany homes can he found in RNN (Romany National News) & Hate Watch in Washington D.C. as well as RNC (Romany National Congress).

An example of numerous incidents occurred in 1999 where a young Romany mother was pushed into a river in the Czech Republic by a group of young skinheads. The woman drowned, leaving behind her three children orphaned. When asked by police why these young men pushed her, their answer was simply that she was a "dirty Gypsy and needed a bath". They were convicted to 3 months jail time. During the Kosovo war where a large settled Romani population lives, the Roma were attacked by both Serbs & Albanians. They were also denied refugee status as other minority groups. These incidents have been documented first hand testimony of journalist/author, Paul Polansky, during and after the Kosovo War.

In recent years, Roma issues have been addressed by various non-governmental organisations, national along with international. Different approaches, economic, social, political, cultural & others have been applied in the hope of improving the living standards of the Roma. Thes esame efforts are being used to foster promoting a more just social policy, of strengthening Roma cultural identity, or of encouraging Roma political participation. Solutions have been sought in the context of the struggle against racism and nationalism, as well as in the context of enhancing cultural pluralism. These recent projects are fragments of a growing all-European Roma movement that is now only in its formative stage. The shape of this movement is still amorphous and incomplete. There still exists no significant internationalized human rights strategy initiative to monitor the human rights situation of the Roma and to provide legal defense in cases of human rights abuse.

The green and blue flag with a red chakra in the center was adopted as the Romani flag, as well as the motto "Opré Roma" (Roma Arise). The song "Gelem, Gelem>" also known as "Djelem, Djelem" and "Opré Roma," was selected as the Romani anthem.

April 8 has been proclaimed International Romani Day. There have been 4 World Romani Congresses to date. Among the chief goals of these meetings are the standardization of the Romanes language, reparations from World War II, improvements in civil rights & education, preservation of Romani culture combined with international recognition of the Roma as an ethno-cultural minority of Indian
