Some have said that the comment was about Brian Jones who, never being very stable, was already showing a little wear and tear. Whatever the origin, the song was recorded in December 1965 in Hollywood and released in the UK on February 4, 1966. To me, this song features the perfect 60s sound it could not have been recorded at any other time.
