The Nuclear Hand Grenade’s Time May Have Arrived

Given the recent concern regarding millennial terrorism, tax cuts, saving Medicare and improving our military readiness, it seems appropriate for me to reintroduce my proposal for the creation of a nuclear hand grenade. (I first called for development in 1964 as a gesture of support for Presidential candidate Goldwater's controversial call for deployment of tactical nuclear weapons in Vietnam) [Tactical Nuclear Weapons- http://www.dtic.mil/doctrine/jel/doddict... ] Listening to the presidential primary debates, my proposed thermonuclear baseball-sized apparatus will empower the candidates' promises. My device does not have to either be paid for out of the surplus or imposed as a fiscal obligation on our posterity. It will create an automatic tax cut by dramatically reducing both police and military expenditures. When the hand held deterrent has been widely dispersed throughout our population-I dare any criminal or terrorist to threaten the "New World Order"

In the true spirit of a bipartisan discussion, the nuclear hand grenade will end the gun control debate. The addition of neutron technology will make the weapon popular with environmentalists. The aforementioned savings can be used to secure Social Security and pull millions of children out of poverty. Best of all, the money is there in the budget not based upon "a pie-in-the-sky" approach to the "spirit of budget surpluses yet to be born"

The deployment of this device is not a violation of the ABM, SALT and START treaties. The grenade cannot be counted as a warhead and its diminutive structure does not lend itself to MIRV technology. However, it is a violation of the Nuclear NON-Proliferation Treaty (1968). Rogue nations [The Growing Threat from North Korea's Weapons Program-- http://www.fas.org/spp/starwars/crs/91-1... ] and terrorists groups have been violating both the spirit and law of the treaty, For example, where are those missing Soviet "suitcase nuclear weapons?" [ CNN:Lebed- Small Nuclear Weapons May Be In The Wrong Hands-- http://cgi.cnn.com/WORLD/9710/01/russia.... ] How difficult would it be for a dedicated terrorist to release a shopping bag of anthrax while riding on a New York subway?

The proliferation of the .25 megaton concealed weapon will add to the sense of "M.A.D.ness"(Mutually Assured Destruction) necessary to keep the peace in the post-Soviet era. Terrorists will be kept off balance by the fear of a nuclear grenade being lobbed into their midst by a Girl Scout or member of the church choir.

The cost/benefit analysis is clear. This inexpensive, stealthy weapon will provide protection at a price we can afford. Without its deployment our presidential candidates will never be able to afford all the promises they are now proposing.
