Historically, Democrats, who enjoyed a Congressional majority for several decades, were jealous of Congressional power. It was Democrats who sought restraint on Presidential authority as the Commander and Chief. Congressional Republicans have for too long been out of Congressional power to become comfortable with their legislative prerogatives. Democrats are too busy defending the President against impeachment to dare question Presidential authority. The serious forgotten debate about Congressional war making authority versus Presidential power is one more uncounted causality of Clinton's sorry tenure.
