I'm pretty much a hockey novice, and I thought it might be best to let the web sites do the talking.
USA Hockey at http://www.usahockey.com/ has a ton of information on all types of leagues. One of the things that amazes me with hockey is all the different levels a player can progress through. I always thought baseball had a lot, but it doesn't compare to hockey. International Ice Hockey Federation at http://www.iihf.com/ covers similar information but on an international level. The Federation of Hockey Development at http://fhd.net/ appears to be an excellent site for anyone developing a new hockey program. It also provides forums for coaches and parents to discuss youth hockey. Youth Hockey Contents Page at http://www.youthhockeynetwork.com/states... provides information geared specifically for those who participate in youth hockey. Buried within this website are a couple of particular pages I've enjoyed. First is "Hockey Mom's Tip of the Week" at http://www.youthhockeynetwork.com/states..., where the Hockey Mom gives tips and provides a forum for other hockey moms to meet and talk about their hockey players. The second page is all about Travel Teams (http://www.youthhockeynetwork.com/states..., and includes some very good information for parents who are considering this option. (This page also has the break down of the different youth hockey leagues.) The Interstate Junior Hockey page at http://www.ijhl.org/Links/index.html is geared for the New England states, but has links to officiating sites and other general hockey pages. And finally, the Women's Hockey Web at http://www.whockey.com/ focuses on the growing sport of women's ice hockey. I've begun to learn a lot from these sites and hope they will be helpful for you.
