Good Help Becomes More Difficult to FindGood Help Becomes More Difficult to Find When Corallo first began to move up in the mob, Lucchese assigned Corallo to the borough of Queens to develop more business for the Lucchese Family. Corallo always planned for the future and created a vision that extended beyond the Borough of Queens. He had the foresight to realize how America would change and what role the suburbs would play in America's future. Corallo looked beyond Queens at the flat sprawling area of Long Island and saw the possibilities the area could present to expanding mob influence. He reasoned New York would spill over into this area through its future suburban sprawl and would produce numerous opportunities in the future. Even more important he realized that such expansion be ripe for development by the family. He reasoned that urban expansion meant construction and that would provide the opportunities for increasing mob influence. He had a lock on unions and sections of the construction industry and the future call for construction of homes, roads, and a new infrastructure would provide lucrative opportunities for the mob. To put his plan in motion, Corallo gained control of Local 66 of the IULA. While membership numbers were not that great they would control through their union the first step in housing the pouring and spreading of concrete used in building foundations. With this first step Corallo was able to control and raise the price of yards of concrete. As the suburbs spread the influence of the mob would spread with it. And as funds poured in more efforts could be financed to gain control of other services that would be required in the future. If labor problems began to arise to slow down the building process, Corallo was always ready to lend a hand in solving such labor disputes. Of course all these efforts can at a price that continued to increase as Corallo's influence increased. Soon he gained control of the gravel industry related to the building projects and began to look toward needs that would require service when the building was completed. While searching for a service that would be a guaranteed in relation to a need for the future housing Corallo realized that as the population increased the needs of the city would expand along with it. With people came garbage. Tons and tons of it. And the group that gained control of this vital service could "with the proper support" gain a strangle hold on an ever expanding service. Here Carollo could perform the same service of making sure that there would be no labor problems. Between the two areas of garbage and cement he was able to bring millions into the hands of the Family. But he did not forget his roots back in Queens and made the Kennedy Airport his personal supply depot. Day after day goods, money and equipment would disappear from the airport area and the profits from such thefts passed through the hands of Carollo into the Lucchese coffers.
