The Iraqi regime is not in compliance with the stated ceasefire agreement signed at the end of the Gulf War. Since there is a violation of the ceasefire agreement, the first Gulf War is not over and the US could resume its campaign without UN action. Furthermore, claims that the US would be open to additional terrorist attacks should the US go to war against Iraq is spurious. The US is already at war with terrorist organizations like al Qaeda. Al Qaeda has launched attacks against US interests before and after 9/11. It does not need any further incentive to do so. The US must continue to pursue terrorist organizations and their state sponsors, and does so knowing that it will continue to be vulnerable to attack. The only way to improve the security of the US is to track down and defeat the terrorists and their state-sponsors, including Iraq. Failure to follow through with Iraq will further strengthen the resolve of terrorists and their state sponsors to attack the US and Western interests.
