Police and other emergency services units need to be trained and taught how to deal with chemical and biological attacks and greater cooperation needs to occur between local, state and federal authorities to speed the transmission of information about potential attacks. Taken together, these measures can only reduce the risk of attacks or limit their effectiveness but it will not eliminate it fully.
