The president of the U.S. and the joint chiefs of staff were in meetings at this hour and in conference calls with the other members of NATO and the United Nations to coordinate their response. It has long been known that an attack on U.S. citizens by a weapon of mass destruction would be followed by a response with a nuclear strike, but a terrorist action using such a weapon would be much more difficult to respond to as the target is more diffuse.
