bombing and al Qaeda, but this doesn't diminish the role that the failure to stand up to terrorism wherever and whenever it occurs plays in perpetuating the terrorism.

In other words, the war of ideas must also be fought in the law enforcement, foreign policy, and national security institutions. Their failure to link together all the disparate signals about international terrorists operating in the US to go on a massive bombing spree led to the 1993 attack and while some improvements were made (enough to thwart a later plot to bomb NYC tunnels, bridges, and other landmarks, as well as the 2000 celebrations worldwide), there were siginificant deficiencies leading to the 9/11 attack.

Now, here in 2004, many of those problems remain. How do correct those deficiencies will be the subject of future articles.
