with large institutions had better be able to read the files they send, and up to now that means the latest Microsoft formats. Ringing to ask if they could send the file as "6.0" let alone as an open format risks your relationship, because they think you are some kind of peasant if your software is a year old. If institutions start emailing back "please resubmit your proposition in an open document format" others will quickly follow them.
