In July 1990, Leicester was designated Britain's first Environmental City. It has been carrying this role admirably and steadfastly ever since.
During the 1980's, Leicester became the British pioneer of environmental energy supply. It forcefully promoted the development of Combined Heat and Power or CHP. A CHP Network would see that energy could be supplied via renewable energy resources and that utility service companies would perhaps supply heat, light and power, rather than kilowatt hours of energy. It was hoped that long term, CHP would be installed city-wide. However, privatised British energy industries have impeded introduction on a large scale and instead, the city currently concentrates on smaller projects. Results in such facilities as leisure centres, schools and hospitals look promising. The CHP project is perhaps the focal point of an energy reduction programme that has been developed around eight different themes, each being the responsibility of a Specialist Working Group. These themes include:
It is believed that long term, a combination of these eight working groups, could see Leicester realise and ambitious environmental target. By 2025, the City of Leicester hopes to have reduced it's Carbon Dioxide emissions and energy consumption to half of what it was in 1990. The chief factor in attaining this goal is the improvement of energy performance in buildings, including public and private housing. However, now the public needed to be made aware and educated as to the long term benefits of a city-wide energy reduction programme. The Eco House Project, stepped upto the mark.
