Here's a pattern for Victorian re-enactors that is original to the late Victorian era and may be just what you're chasing after! I'm giving it to you as printed and have not tested for gauge, so read thoroughly and do a few swatches. No size was indicated. Note the "lump-stitch" in the lace edging, which we refer to as a picot. All terms are British Victorian.
MATERIALS REQUIRED: 6oz pink (or any colour that may be preferred) 4ply A. A. Peacock yarn 4 wood knitting needles double pointed size 7 2 steel knitting needles size 13 3 yards of 1/2 inch ribbon to match the yarn With No. 13 needles commence the lace, cast on thirteen stitches, one row plain. 1st Row of Pattern: Knit three, thread forward, two together, knit three, one lump-stitch (the lump-stitch is made by casting on three and cast off the same three stitches), knit four. 2nd Row: Plain knitting. 3rd Row: Knit three, thread forward, two together, knit two,* one lump-stitch, knit one, repeat from * twice, thread twice around the needle, knit two together. 4th Row: Knit two, purl one, knit eleven. 5th Row: Knit three, thread forward, two together, knit three, one lump-stitch, knit three, thread twice round the needle, knit two together. 6th Row: Knit two, purl one, knit twelve. 7th Row: Knit three, thread forward, two together, knit two, thread twice round the needle, slip one, knit two together, pass slipped-stitch over, knit five. 8th Row: Cast off two, knit four, purl one, knit rest plain. Knit twenty-six patterns of lace, and cast off. With the same needles pick up one stitch on each ridge of the insertion side of the lace (on the right side of the knitting). There will be 106 stitches. Six rows of plain knitting. 7th Row: Knit one, thread forward, two together, repeat to the end of the row. Seven rows plain knitting. Now with size 7 needles knit round for twenty-two rounds, plain knitting. 23rd Round: Knit one, increase one (by knitting one at the back and front of same stitch), knit 102, increase one, knit one. 24th Round: Plain knitting. 25th Round: Knit one, increase one, knit 104, increase one, knit one. 26th Round: Plain knitting. Continue increasing in this way till twenty-eight increased rounds are worked. Open the leg, i.e. : 1st Row: Slip one, knit one, purl four, knit 150, purl four, knit two, turn. 2nd Row: Slip one, purl 161, turn. Continue these two rows till eighteen rows are worked. 1st Row of Decreasing: Slip one, knit one, purl four, knit one, knit two together, knit 144, knit two together, knit one, purl four, knit two.
