All these things are the cost of modern, down-scaled warfare against shadowy adversaries who have neither state nor organized military structures. This means one never knows when victory is truly won. Can we in fact say Afghanistan is a victory? Probably not. But these ambiguities of label should not constrain the ongoing efforts.
