Organized youth crime!
What is done on governmental level? Well, it is not possible to ban begging. There are two possibilities, either to cast them out from any place or to improve the social system.
One conclusion could be made: that our society does not want to accept them. It is easier to charge them (often mistakenly) and live with these in mind rather than to exercise tolerance and humanity and give them opportunity to enter the society on equal basis.
