Where arms do talk….! ,Where arms do talk….!…Human rights keep silence! Recently we talked a lot about wars and human rights and the international attitude. Today we’ll turn our look a bit deeper on the national level. This article is not about the bonds and ties that link the warlords and international leaders, politicians but mainly about the misery and the problems of the much-strived people. So first of all, on national level, why do arms conflicts arise? There is no relation without conflicts that is well understood. It also should be clear that there is no stronger part in a conflict, only losers (despite all the possible “benefits” and wins). Than there is a question why not every conflicting party adhere to these natural laws. A lot could be explained by the nature of the human being: - law-braking (admiring the forbidden) desire; - temperament (genes that differ human beings and makes the human race so diverse that for many the One race appears as many); - pride (that makes-along with our genes- us unique and feel superior); - background (a social or human aspect of our natural being that includes education, experience in communication with other people or animals and the all-mighty religion that influences our behavior more than knowledge can). The above-mentioned elements may well influence the conduct of war, but the main problem may be the power sharing mechanism. One’s superiority appears in the desire of ruling over the others. There is nothing strange as it is natural and even necessary. If there is a legal system-as we call it “civilized” method- than the competition for power is kept in limits, for the benefit of the ruled. This kind of process is possible where there is a tradition of power sharing. In nations that lack this tradition usually problems are common. Feudists and Darwinists would call it the animal instinct - to grasp the entity of power (without sharing) and to dictate the superior will. In terms of Rousseau it means that these nations have no social contract. But in terms of the XXI century it may seem morbid and rear, but at least it does not exclude it to be true in the sense that in third world countries and those torn out by wars there is lack of political culture among the common people and even the so called leaders of the nation. Hard natural and social conditions trained people to rely on themselves and believe in the “theory” that the stronger survives.
