Chlorine bleach (sodium hypochlorite) is an inexpensive and readily available liquid oxidizer which can effectively be used to remove skunk odors from durable colorfast surfaces such as cement and other structural materials. Caution: Chlorine bleach, when improperly used, can discolor or destroy fabrics and corrode metals. The bleach will oxidize the source of the odor and the odor counteractant booster will provide both immediate and residual odor control."

Liqui-Zone, Microban brand liquid oxidizer, is a powerful low odor oxidizer based on anthium dioxide. This liquid oxidizer has been proven effective in the removal of skunk odors from fabrics and other non-durable surfaces. Be careful when spraying or cold-mist fogging dilute solutions of liquid oxidizer and water around fabrics and other non-color fast materials. Prentice St. Clair in an article on car detailing tells how to clean a car interior.
"Deodorize the interior. If necessary, spray the interior with an odor neutralizer, especially in those areas that are known by you or the customer to be generating smells (e.g., milk or latte spills). Using a fragrance will only mask the odor for a short period of time whereas an odor neutralizer will actually destroy the odor-causing agents. For heavy deodorization projects (e.g., tobacco smoke or skunk), you may want to use a fogger, which vaporizes an odor-neutralizing chemical that spreads into every nook and cranny of the vehicle interior. Similarly, an ozone generator will help eliminate heavy odors but without the need for chemicals that might leave a residue on some interior surfaces. Odor neutralization is a premium service that should add a premium price to the normal interior detailing price. Offering a warranty (in the form of a free second treatment should the odor return) will allow you to charge even more initially."
For a car exterior, the best solution I found was heavy duty washing and fresh air. You can try spraying the impact area with one of the above solutions, keeping in mind that they may cause discoloration or corrosion. Keep washing it frequently until the smell diminishes.
