In a large skillet over low heat, warm the olive oil. Add the green onions, garlic, and cumin and cook, covered, stirring twice, for 4 minutes. Stir in the chiles and cook 2 minutes. Stir in the black-eyed peas and rice and cook, covered, stirring twice, until heated through. Adjust seasoning and serve.
