Over-dependence is a common problem for the countries of the Third World, even those in post-communism rule.
Without truly establishing an economy as self-sufficient, long term growth is impossible. If a country is reliant on outside sources for military reinforcements, basic goods, and monetary aid, they will only continue to dig themselves deeper into underdevelopment. Vietnam has had chances to emerge, but have refused to accept the trends of the fast paced world market. And without doing so, they will never truly overcome the fall of the Soviet Union.
