Airfields at Seascreen that defends them. Today, the carrier battle group is an instrument of national policy. It is the modern day 'big stick' of Theodore Roosevelt's phrase. Though the battleships could still be useful, even their proponents don't claim that they will ever again be the primary naval weapon. The flag has passed, and will undoubtedly do so again, to some other type of ship that maximizes effectiveness, minimizes risk, and can be visible enough to advance national policy by 'showing the flag,' or fighting her battles.
