Threatening Gardens


It sounds like the city of Winnipeg, Canada, where Traute lives has poorly written guidelines for what is acceptable, but I have seen what a mess neighborhoods can be when there are no guidelines. As we go further into the 21st century, it will be interesting to see how guidelines change. If you were writing the guidelines, how would you phrase them?
