Cyber Security and The Fourth Estate

George W. Bush, President of the United States of America, re-emphasized the National Plan for Information System Protection prepared by Former President Clinton’s Administration in 1998, enacted in 2000. With a re-emphasis on this plan that was underscored due to terrorist horrors suffered by American's-September 2001-it is, we concur, a rather prudent venture to review the national plan and its amendments.

The reason why it is essential as members of The Fourth Estate to maintain an interest in the mechanism of U.S. Government in action is our own insurance. We need to insure national movements forward to future media safety don’t infringe The Fourth Estate liberties on any level.

The Critical Infrastructure Assurance Office Practices for Securing Critical Information Asset’s CERT/CC serves as a center of Internet security expertise. Under their site the sub-header Vulnerabilities, Incidents and Fixes the CERT/CC states the following:

“We strive to make users aware of potential threats to the security of their systems and to provide information about how to avoid, minimize, or recover from the damage. Because users are our primary source of information, we encourage you to report any incidents you experience on your systems, or any vulnerability you find. These reports will help us inform you and others about potential threats—ways to avoid or recover from them.”

How Many People Are On-line?

The art of estimating how many individuals are on-line throughout the world is an inexact one at best. Surveys abound, using all sorts of measurement parameters. However, from observing many of the published surveys over the last two years, here is an "educated guess" as to how many are on-line worldwide as of August 2001. And the number is 513.41 million.

    With growth of Internet Users and Domain Registrants it is certain Cyber Security is a major consideration for our future. The exponential increases from 1993 (when there were only 30,000,000 registrants) to (513,410,000 million registrants) 2002 are profound. In answer to the potential threat of Internet interactivity and The Fourth Estate Guardianship there is a matrix of governmental organizations interwoven within the National Plan for Information System Protection. Along with enactment of this American Plan other countries such as Russia continue to sign onto the Plan through international amendments addressing respective security measures indicative of their countries.
