Decoupage the larger piece of fabric onto the piece of cardboard. "Paint" one side of the frame panel with decoupage. Quickly turn it over and center-place it onto the fabric (wrong side of fabric facing you) and smooth and press evenly. Place a heavy book on it and allow several minutes for drying. Next, decoupage the "sides" of the fabric (fabric showing beyond the edges of the frame panel) to the back of the frame panel that's facing you. Press down each fabric side piece until "set".
