The only solution I've found to mealybugs is to get out my bottle of rubbing alcohol and cotton tipped swabs. Dip the swab in alcohol and carefully clean off every mealybug you find. Be sure to look up and down the stems, and at any point where a leaf petiole connects to the stem.
