| Process for Conducting Needs Assessment
A needs assessment is based upon a vision or outcome
that is desired in a particular circumstance. An outline of what is to
be accomplished and possible approaches for obtaining the goals are set
forth through the needs assessment process. One approach used in conducting
a needs assessment is the CIPP model. The CIPP model was formulated by
Stufflebeam and his colleagues to show how evaluation could contribute
to the decision making process in program management. (Gall, Borg, Gall,
1996, p. 702)
The first C stands for context evaluation. Context
evaluation identifies problems. The second letter, which is, I, stands
for input evaluation. This stage of the process is for clarifying possible
strategies to be utilized in the assessment. The P stands for process evaluation,
which involves the data collection. This stage might include things such
as, observation, surveys, questionnaires, and determining the strengths
and weaknesses of the program. The final P is product evaluation. This
portion of the CIPP model deals with measurement of the goals that may
need modification or omission.
The Value of a Needs Assessment:
"How "needs" is defined is pivotal in determining
how objectives are selected." (Watkins, Kaufman, 1996) Kaufman suggests
that an OEM is an advantageous way of keeping track of the lists of ends
and means. The OEM is used for clarifying the necessary accommodations
needed for various knowledge levels depicted in the individuals being assessed.
The OEM, or outcomes, ends, and means approach, identifies gaps that may
occur in the process of obtaining desired outcomes. The five stages of
the OEM are:

Outcomes - Mega

Outputs - Macro
-
Products - Micro
-
Processes - Quasi needs
-
Inputs - Quasi needs
The three types of needs are outcomes, outputs, and
products. Processes refer to the gaps in methods, and inputs refer to the
gaps in resources. This particular analysis format helps in determining
why the needs are present, and what solution may be required to correct
the problem.
