How does a country become pro-active without endangering the status quo? Several years ago, in a speech before a legislative body, I showed how this could be accomplished. I hypothetically reduced the unemployment rate of the disabled to near 6%. I found that my government's taxable revenue would be increased by in excess of Three Hundred Sixty Billion dollars each year . This does not include savings to our beleaguered social service agencies, therefore savings to government could conceivably be in excess of a Trillion Dollars.
Some may say, "This all sounds good on paper but isn't politically feasible." These are the Nay-Sayers of doom and gloom or members the do-nothing party. To these individuals I would like to say the problem will only get worse without pro-active leaders or pro-active legislation. Two pieces of legislation which could help the economy are:
A. Insurance laws must be changed so that they do not function to make one disabled because of a perceived risk, therefore a country or a state should have a mechanism that removes one from the risk category for employment purposes. It could be a board of certified physicians endowed with the authority to declare one not being a risk to an employer because of some disorder or disease which has been medically controlled or cured. Any disorder or disease meeting this criteria, can be declared to be a non-risk to an employer's benefits package.
B. The creation of an entity responsible for insuring the disabled. Such an entity would do several things for the disabled as well as for a countries economy. • It could help the disabled capable of employment become employed tax producers instead of tax users. • Secondly it would place caps on the now uncontrolled rise of disability.
Finally, if a country has a beleaguered social service agency then this agency could help cure this systems problem by:
