Rehabilitation and Education must complement each other if the disabled are to become gainfully employed; to accomplish this, leaders must be farsighted policy makers not myopic policy makers.
Over thirty years ago, farsighted, not myopic, leaders gave my country a mandate which stated that the disabled must be helped at all cost. This meant that they must be not only rehabilitated but also educated. These leaders realized that Rehabilitation and Education will ultimately lead to gainful Employment for the disabled. Gainful employment produces more qualified workers who pay taxes and as taxpayers they aren't dependant upon government for handouts. Unfortunately, myopic leaders followed these farsighted leaders. Since their views were too myopic--to the point of being legally blind-- this mandate has never been fully implemented. If it had been implemented to the fullest then my country would not now see approximately 1,000,000 disabled added to our Social Security System every year. Unfortunately my country now has a plethora of myopic leaders who are now trying to get an Act, one known as the Disabled Civil Rights Act, declared to be unconstitutional. Should the leaders of my country allow this to happen then all our Civil Rights laws will become like the Dodo bird--EXTINCT. When this occurs these myopic leaders who refer to themselves as Conservatives will have set my country back almost 200 years to a time when the disabled were locked away in asylums so that no one could see them or hear them. If the citizens of my country allow this to happen then they will find that systems which are now there to serve to disabled will cease to exist either because they supposedly cost too much or because they are unfunded mandates or most probably because these myopic leaders consider helping the disabled to be nothing more than Affirmative Action. But how is this Affirmative Action when you rehabilitate and educate the disabled so that they are totally qualified for employment in their areas of competency? When leaders help the disabled find their area of competancy they will finally place a cap on the now uncapped rise of disablity. When disabiltiy is capped then the Social Security system will have money for future generations, because the disabled will be helped to find their areas of competency thus leading them to gainful employment thus making them into taxpayers not tax users.
