Dog owners can also do a lot to keep their dogs from being victims. There are two victims in dog attacks, the person attacked and the dog attacking. The people attacked are victims because they are physically hurt and in some cases, because they are not educated about dog safety. The attacking dog is a victim because pet owners at some point acted irresponsibly, whether through lack of supervision, training, or neglect. Though attacks may not be completely eliminated, if everyone does their part, both people and dogs can avoid being added to a list of victims.
