Saint Thiruvalluvar describes the consequences that would follow if rain never reached the earth.
Verse (13)
Vin yindru poyeppin virineer viyan ulaghatthu
Ul Nindru udartrum pasi
Explanation:
If the rain failed to make the earth moist, the entire world would be gripped by Hunger and Starvation, though there are oceans all around.
The Saint points out that though vast oceans surround the land scape, they will not be as useful as the rainfall. Only the rainfall can wet the earth and quench the thirst of the thirsty. Only the rain water can help satiate hunger.

Yerin Uzha ar Uzhavar Puyalennum
Vari Valangundrik kal
Explanation:
The farmers cannot plough their lands as long as
the clouds withhold the rain inside them.
The Saint explains that rain water is indispensible for the farmer. Only when it rains, can the farmer plough his land and only when he ploughs his land will he generate foodgrains and income. If the clouds fail to bring down rain, it would be a disaster for the farmer.
The vast ocean can in no way match the usefulness of rain.
